A Constitution fo Earth

Since on 16th it will be my 31st birthday and on 15th the Galactic Federation ships will arrive through the Yemen stargate on Earth,as announced by Metatron on the 4th ,I take the time to write the following
Constitution of Earth
1.Earth is a Planetary State of the Galactic Federation of Light,Sovereign and Independent,United and Indivisible
2.Earth retains Sovereignity rights over the Sol system and all the naturally occuring space bodies contained therein,as well as the Moon Star Station,pursuant to the Galactic Council Treaty,article 5 ,point A,which is declared to be wholly and inseparable posesion of the Human Race,with the role to Defend Earth against Galactic Invasions
3.Earth retains and enjoys privileged relationships with the Galactic Civilization of Atlantis and it recognizes its Atlantean heritage,pursuant to the Galactic Council Treaty,article 39,letter A, and serves the Galactic Federation interests in relation to Atlantis,from Whom it Descends
4.Earth recognized and implements fully all Galactic Treaties and Laws ,as well as the Galactic Constitution,to whom it claims to be a Part of
5.All Earth citizens gain their citizenships by being born on Earth;they are free to leave Earth and to return to Earth,without losing their citizenship or their rights given by this Constitution
5.All Species and Races born on Earth are Recognized with Equal Rights and Obligations,by this Constitution.These species include,but are not limited to : humans,reptilians,dragons,inner earth reptilians,Agartha and Shamballa citizens,gnomes,elves,werewolves,vampyres,undead immortals,living immortals,bears,energy beings,wolves,cats and horses,as well as dolphins.
6.Earth ethics are based on Freedom ,Democracy and Dignity;these values are Guaranteed by this Constitution and the constitutions and laws of nations of Earth
7.The Planetary authorities shall not impose taxation in those areas where taxes were previously imposed by the national,regional and local authorities
8.The planetary Powers are based on the principle of Balance of Powers;they are democratically elected and accountable in front of all Earth citizens
9.The President of Earth is dully elected once every 5 years by universal,free and secret vote ,by the Earth citizens;every citizen who is 35 years or older has the right of being Elected as President of Earth;this Right cannot be restrained or restricted
10.The Government of Earth is composed of 13 individuals ,who are elected by the Earth Senate to serve as Ministers in their respective Earth Ministeries;the composition of the government is decided by the Senate ,by secret,free and equal vote;’The government serves for 3 years and it is led by a Prime Minister,elected by those 13 members of the government,from their ranks;the mandate of the prime minister is one year long and cannot be renewed
11.The Earth Senate is elected for a period of 7 years,by the Earth citizens,through equal,free,democratic,fair,universal and secret vote.This mandate cannot be prologued,except for cases of Galactic Calamity or planetary wide destruction.The Senate has 100 members and sets general public policies,like taxation,aprouves the yearly planetary budget ,declares war or the amry mobilization and ratifies Planetary Treaties
Every Earth citizen aged 30 years or older can be elected in the Senate
12.Galactic Citizens have the rights and obligations set by the Galactic Treaties and are recognized as Earth citizens ,by this Constitution,with the right to elect and be elected,to protect Earth,to pay taxes and gain money on Earth and to have properties on Earth and the Sol System
13.This Constitution is ratified by a majority of 75% in the Senate and 66%+1 in a Global Referendum and enters into force 3 days after that.

You did not specify, which Earth the constitution for?
As an example – Agrartha, Shambala had been ascended to the 5-th dimensions thousands years ago. The Earth currently is in the 4-th dimension, maybe around 2032 the vibration hits the 5-th. Most humans are still vibrating in the 3-rd, partially in the 4-th, very little number is in the 5-th.
Creatures of the 5-th dimensions run quite a different world, I guess they created what we call ‘constitution’ a while ago. On the top of that, the 5-th do not operate with money, thus do not pay taxes. They have a power to manifest material things by thought, developed high technologies to star travel, use telepathy, created and keep the Universal Library – Akashic Records, and so on…

it is about our entry into GF this year
the subterranean worlds of Agartha and Shamballa still have some green and blue humans and some reptilians

I see. Humans really in need of the One Humans Government, laws and constitution. Then, on this basis, it could be discussed with other Earth planes populations.
There is a set of constitutional Laws, called NESARA, or Lady NESARA, as it addressed by GF. Currently it is under execution on Earth for humans and will be applied as we proceed with the Ascension ( that’s what Obama and some other governments are trying to follow up with). Maybe, that helps, you may search for NESARA on the web.
In reference to the D-s. There are some UNIVERSAL Laws of Creation to expressing the ascension processes. Under the Law of One, 3-D planes, when graduate, go thru the Polarization (that’s what is happening now). In our case, Polarization will result in the separation and creation of new planes/subplanes:
- 4D Positive, people who could upgrade into 4-th D positive polarization and then continue onto 5D;
- 4D Negative, people who could upgrade into 4-th D negative polarization (don’t know would they upgrade or not on the negative planes);
- 3D – people who are not ready to upgrade. They will continue the 3D cycle for another 26000 years.
It seems, according to the Divine Plan, 4D-s will stay on Earth in separate planes, 3-D will be moved out to different PlanET-s (Mars, Venus; you can find references in GF messages).Cause lower vibrations(3)cannot be supported in the higher vibrations of the Earth (4->5).
“Agartha and Shamballa still have…”. They are the Higher realms, who currently help the GF, and will proceed with their own ascension to 5D.
So, lots of info should be channeled and gotten from the Divine/Galactic entities to come up with understanding of our nearest future.

Sorry I missed your reply post in reference to integration Humans INTO Reptilians (or vice versa, it looks, they are still deciding).
Unfortunately, this is the Nibiruan plan for the humans future. It is dangerous due to lack of our knowledge and understanding.
Then, should I go into the history perspectives to explain this current situation? -
Nibiruans=Annunaki=Reptilians ->
are the Dark Ones, or Dark Hats, as GF calls them (plus Orions; also not all of the subterranean reptilians are Dark ones).
SLAVERY ->
During the orbital visit to Earth of the planet Nibiru, or planet X, Annunaki landed here and found an importal metal for their gravitational purposes – GOLD.
To mine the gold, they were looking for the workers. Being 4-D creatures, they operated easily with genetics, and ‘created’ a human , breeding a human DNA with ETs DNA.
For their purposes, this human should be a worker-slave, so 2 DNA chains out of 12 DNA chains were disconnected and disabled. That’s why DNA should be reactivated to return our full consciousness. Since then, this race has been ruling the humans, considering human population as their ‘minion’.

Now. Annunaki promised to leave the Earth finally in 2003(?)due to humans graduation into the ascension. Most of Anu left, but some remain (as GF mentions all the time), let’s say illegally, trying to prolong their ruling and creating new methods how to do that.
Nibiruans proclaim that they are creators and parents of modern humans. The fight got opened in the ‘skies’and on Earth.

Greetings, I am Mira. I come to you today from the Pleaidian High Council. I am pleased to speak with you.
Today and every day we send our love. We realize how challenging life can be on the Earth. We see your lives and how much they are changing. Perhaps in the long run you will see that they are changing for the better; however, we know that as you go through the changes you might not be feeling that way.
Trust is the word. Trust is what we have in you. It is what the Creator has in you too. In the upheaval of the planet and your lives you need to trust that there is a higher intelligence in charge of life on the Earth and your life. We know this well in the Pleiades. We have been aware for a long time that this higher intelligence will get us through whatever is occurring with us. We keep this in our hearts as a collective so we don’t have the fear and worry that you have. This is what can throw you out of faith. We recommend you let the fear and worry go. If you recall that you are living in an illusion you will see that much of what you fret about is only expending useless energy. If you want to become familiar with life on other planets you can begin to practice living in faith. We recommend this. It will help you to keep your vibrations up and this in turn will keep your spirits up. It will work.
We are aware that many have predicted that we will make ourselves known on the Earth. We will-yes we will make ourselves known to you in physical form. Some thought that by the end of 2009 it would be possible for this to occur. We are unable to tell you exactly when but it is much closer. We are excited about meeting you in person. We cannot tell you how long we have been waiting for this eventuality. Circumstances will be right and then we will come. We are around you and the Earth. We are with you and are closer to you than ever.
Some of you are having interesting experiences with others from space. This is sign of our presence. It might be a visitation to your house in the quiet of the night. You may see or feel a presence in the form of lights or sounds. Some are becoming telepathically contacted by us. There are numerous ways that you can have contact with us such as through a channel. If you look up in the night skies you will see our ships. You might even see what you think is a shooting star and it could be one of us. Be open to these experiences and this will hasten our future contact.
